										<content:encoded><![CDATA[<p>Mexico’s public health service does not have reciprocal agreements with any other country, and <a href="https://www.mexperience.com/is-u-s-medicare-available-in-mexico/">US Medicare is not available here</a> so visitors and foreign residents need to make specific provision for their health care needs.  In the event of an incident that requires healthcare or medical attention, you’ll need to pay out-of-pocket, or arrange a health or medical insurance policy that is valid in Mexico and provide suitable cover for you and your partner/family in the event of an accident or illness.  This article explains the various options for visitors, extended stays, and foreign residents.</p>
<h2>Medical insurance for short visits to Mexico</h2>
<p>If you’re visiting Mexico for a short period —on a vacation or short business trip, for example— travel insurance policies which cover you for a limited time while you’re away from home should suffice.  These <em>might</em> be provided by your current healthcare provider—but double-check as many policies exclude or significantly limit out of country coverage.  Learn more about <a href="https://www.mexperience.com/trip-insurance-that-covers-your-short-term-visit-to-mexico/">getting short-term emergency and medical expenses insurance</a> coverage for your visit to Mexico.</p>
<h2>Medical insurance for Extended Stays in Mexico</h2>
<p>If you plan to be in Mexico for an extended stay —for longer than 90 days and less than 180 days— for example, you might take a sabbatical, a <a href="https://www.mexperience.com/volunteering-in-mexico/">volunteer job</a>, or plan to <a href="https://www.mexperience.com/practicalities-of-living-part-of-the-year-in-mexico/">stay in Mexico part-time</a>, then a short-term travel insurance policy won&#8217;t cover you as they are limited to 90-day stays in Mexico.  You can however obtain emergency &amp; <a href="https://www.mexperience.com/emergency-medical-insurance-for-extended-stays-in-mexico/">medical insurance for extended Stays in Mexico</a> on a policy that will last for visits up to 180 calendar days, about six months.</p>
<h2>Health insurance for foreign residents in Mexico</h2>
<p>If you intend to apply for, or have, <a href="https://www.mexperience.com/how-to-apply-for-legal-residency-in-mexico/" target="_blank" rel="noopener noreferrer">legal residency in Mexico</a>, a travel insurance policy won&#8217;t be valid as these are designed for people who come to Mexico for a defined period and return to their country of residence, or travel back and forth between Mexico and another country.</p>
<p>Therefore, if you plan to reside in Mexico, you should consider health insurance coverages that will be valid and provide adequate care for your needs.  Here are the options:</p>
<h3>Mexico&#8217;s IMSS medical coverage</h3>
<p>Foreign residents (temporary or permanent) can apply for the Mexican public healthcare insurance system known an IMSS on a voluntary basis which provides access to certain doctors, clinics and hospitals in Mexico.  Some medications are also covered under this plan.</p>
<p>Coverage costs depend on your age; restrictions and limitations apply and, like all publicly-funded healthcare systems, patient demand is usually higher than the supply of services, so you may have to wait for care. <h3>Private medical insurance in Mexico</h3>
<p>Most foreign residents who can afford to do so will take out a private medical insurance plan that covers their personal needs and gives them direct access to private doctors, clinics and hospitals in Mexico.</p>

<h3>Medical evacuation from Mexico</h3>

										<content:encoded><![CDATA[<p>Mexico and the United States share a 1,954-mile land border, stretching from the Pacific Ocean to the Gulf of Mexico.  This land border (parts of which encompass the Rio Grande/Rio Bravo) is the busiest land border in the world and strategically important to both countries for their shared interests in commerce, culture, and tourism.  The movement of people and vehicles across this land space is a cornerstone of the economic well-being of all Mexican and US border states.</p>
<p>The US Department of Transport collects detailed records of border crossings every day and very helpfully makes those data available via its website.</p>
<p>To better understand the scope of these passenger and vehicle crossings, we downloaded the data for 2019 —before the land border became restricted in 2020— to get a handle on how much traffic <em>typically</em> crosses the US-Mexico land border.</p>
<p>This is what the data reveal:</p>
<h2>US-Mexico land border crossings by type (2019)</h2>
<p>The US DOT’s data classifies ‘crossing types’ into the groups listed in the table below.  <strong>The numbers represent ‘crossings’ not unique numbers of people and vehicles. </strong> The data reveal that in 2019 there were:</p>

<h2>Summary analysis of land border crossings (2019)</h2>
<p>There were<strong> 239,567,746 passenger crossings in 2019</strong>, of which:</p>
<ul>
<li>188,228,921 (79%) were Passengers in Personal Vehicles; and</li>
<li>49,175,926 (20%) were Pedestrians;</li>
<li>there were 2,153,331 Bus Passengers (1%), and</li>
<li>9,568 Train Passengers (negligible %).</li>
</ul>
<p>There were <strong>79,828,599 vehicle crossings in 2019</strong>, of which:</p>
<ul>
<li>73,085,262 (92%) were Personal Vehicles;</li>
<li>6,591,796 (7.8%) were Commercial Trucks; and</li>
<li>151,541 (0.2%) were Buses.</li>
</ul>
<p>Related to the <strong>transportation of goods by road and rail</strong>, in 2019 there were:</p>
<ul>
<li>6,520,659 Truck Container crossings of which 4,766,152 were full and 1,754,507 were empty;</li>
<li>in addition, there were 1,099,834 Rail Container crossings of which 491,994 were full and 607,840 were empty.</li>
</ul>
<h2>Busiest US-Mexico land border crossing points</h2>
<p>This table shows the the top 10 border crossings along the US-Mexico land border in 2019, by volume and type.  San Ysidro is the busiest crossing by far, followed by El Paso.  Most of the the annual crossings are made by personal vehicles and their passengers, and pedestrians.</p>

<h2>March highlights in Mexico</h2>
<p>March heralds the beginning of <a href="https://www.mexperience.com/spring-climates-in-mexico/" target="_blank" rel="noopener">springtime in Mexico</a>, although the weather this time of year continues to <a href="https://www.mexperience.com/a-change-in-the-weather/" target="_blank" rel="noopener">be changeable</a> with <a href="https://www.mexperience.com/mexicos-mystical-wind/" target="_blank" rel="noopener">wind storms</a> that may appear suddenly, too.  Air temperatures are beginning to climb again —even in the typically cooler regions of the north-central and western highlands— and clock-time is about to be sprung forward by one hour, setting the scene for lighter evenings.  The &#8216;snowbirds&#8217; (part-time residents <a href="https://www.mexperience.com/practicalities-of-living-part-of-the-year-in-mexico/" target="_blank" rel="noopener">overwintering in Mexico</a>) are entering their final stretch before they make preparations to return to their home countries for late spring and summer.</p>
<h3>Benito Juárez and clocks</h3>
<p>March is host to another long weekend holiday, commemorating the birth of <a href="https://www.mexperience.com/a-brief-comment-on-benito-juarez/" target="_blank" rel="noopener">Benito Juárez</a>—the country&#8217;s first president and one of the most revered of Mexico&#8217;s political leaders.  The <a href="https://www.mexperience.com/enjoying-long-weekend-holidays-in-mexico/" target="_blank" rel="noopener">March 21st holiday</a> was moved to the third Monday in March which this year happens to coincide precisely with the date of the commemoration.</p>
<p>The <a href="https://www.mexperience.com/mexico-clock-time-changes-spring-fall-2022/" target="_blank" rel="noopener">spring clock change</a> is on the horizon; Baja California and locations along the Mexico-US border will move their clocks forward by one hour on Sunday March 13th; most of Mexico moves its clocks forward again on the first Sunday in April.  The states of Sonora and Quintana Roo <a href="https://www.mexperience.com/when-night-doesnt-fall/" target="_blank" rel="noopener">very sensibly</a> leave their clocks alone.</p>

<h2>February highlights in Mexico</h2>
<p>The Jacaranda trees begin to bloom across Mexico during mid-to-late February, dressing their branches with bursts of color and afterwards covering the gardens, streets, and lanes beneath them with a purple carpet of flowers.  This cycle signals a seasonal tipping point as air temperatures warm-up in late February and herald the start of <a href="https://www.mexperience.com/spring-climates-in-mexico/" target="_blank" rel="noopener">spring</a>, around mid-March.</p>
<h3>Seasonal transitions</h3>
<p>This is a remarkable time of year to be in Mexico. Notwithstanding the onset of the <a href="https://www.mexperience.com/tag/dry-season" target="_blank" rel="noopener">dry season</a> and landscapes which are looking increasingly parched, temperatures along the coasts are pleasantly warm, mornings break bright in the mountain highlands, and the cool morning air feels fresh, crisp, and vibrant. <a href="https://www.mexperience.com/mexicos-long-daylight-hours-and-its-extraordinary-light/" target="_blank" rel="noopener">Sunsets</a> are spectacular this time of year, as the dry landscapes lend dust to rise high into the atmosphere that blends with setting sun rays to create compositions of extraordinary late evening light.</p>
<h3>Residency qualification</h3>
<p>For people seeking <a href="https://www.mexperience.com/principal-routes-to-obtaining-legal-residency-in-mexico/" target="_blank" rel="noopener">residency in Mexico</a>, we have learned that Mexican consulates abroad are using the <em>daily minimum wage</em> level for 2022 and none appear to be applying the <a href="https://www.mexperience.com/mexicos-uma-and-residency-qualification-criteria/" target="_blank" rel="noopener">UMA measures</a>.  This means that those seeking residency on the basis of &#8216;<a href="https://www.mexperience.com/financial-criteria-for-residency-in-mexico/" target="_blank" rel="noopener">economic solvency</a>&#8216; must now prove an income of <em>at least</em> c.US$2,500 a month, or a savings/investment account balance(s) totaling <em>at least</em> c.US$45,000.</p>

<p><span class="color-box-em">Entering the US from Mexico:</span> The land border restrictions imposed by the US on <em>visitors</em> by land from Mexico, introduced in March 2020 due to Covid-19, will begin to be lifted from November 2021<strong>—</strong>but <em>only</em> for <em>visitors</em> who can show an approved vaccination certificate. US Citizens and US legal residents do not need to show this certificate. <a href="https://www.mexperience.com/mexico-land-border-restrictions-closure-covid-19/" target="_blank" rel="noopener">This article describes the phased reopening of the US land border.</a></p>

<p><a href="https://www.mexperience.com/winter-climates-in-mexico/" target="_blank" rel="noopener">Winter</a> has arrived in Mexico; temperatures in January can collapse dramatically after sundown in some highland towns and in the northern deserts, although daytime temperatures tend to be pleasantly warm on the mountain, and these are the most comfortable months along the coasts, with pleasantly warm temperatures. Regardless of where you are in Mexico, you&#8217;ll enjoy <a href="https://www.mexperience.com/mexicos-long-daylight-hours-and-its-extraordinary-light/" target="_blank" rel="noopener">long daylight hours</a> here through the winter months.</p>
<p>January is the month when the <a href="https://www.mexperience.com/tag/dry-season/" target="_blank" rel="noopener">dry season</a> makes itself apparent; we have articles to help you learn about this with tips for living well when rainwater is scarce.</p>

<p>Mexico raised its Minimum Wage by 23% for 2022, and this might have an impact on people seeking to <a href="https://www.mexperience.com/financial-criteria-for-residency-in-mexico/" target="_blank" rel="noopener">qualify economically for residency in Mexico</a>.  Mexican consulates abroad are still using Minimum Wage as their basis for calculations; they <em>might</em> <a href="https://www.mexperience.com/mexico-immigration-residency-uma-calculation/" target="_blank" rel="noopener">switch to UMA</a> in 2022; we&#8217;ll monitor this and keep you apprised.</p>
<p>January and February are &#8216;peak viewing season&#8217; for the <a href="https://www.mexperience.com/mexicos-monarch-butterflies/" target="_blank" rel="noopener">the Monarch Butterflies</a> in the mountains west of Mexico City.  They&#8217;ll begin to leave the <span class="spanishtext">oyamel</span> forests where they&#8217;ve been overwintering around the beginning of March.</p>

<p><span class="color-box-em">Entering the US from Mexico:</span> The land border restrictions imposed by the US on <em>visitors</em> by land from Mexico, introduced in March 2020 due to Covid-19, will begin to be lifted from November 2021<strong>—</strong>but <em>only</em> for <em>visitors</em> who can show an approved vaccination certificate. <h2>December highlights in Mexico</h2>
<p>As the final storms of the <a href="https://www.mexperience.com/tag/rainy-season/" target="_blank" rel="noopener">rainy season</a> peter out, gardeners across Mexico are recommencing their weekly watering routines to keep plants from drying out in the gardens, and on patios and terraces as we enter <a href="https://www.mexperience.com/tag/dry-season/" target="_blank" rel="noopener">the dry season</a>.</p>
<p>The fall clock changes have created an exchange from &#8216;lighter evenings&#8217; to &#8216;lighter mornings&#8217; although as this article about <a href="https://www.mexperience.com/mexicos-long-daylight-hours-and-its-extraordinary-light/" target="_blank" rel="noopener">Mexico&#8217;s long daylight hours</a> describes, you&#8217;ll enjoy plenty of daylight through the winter and the <em>quality</em> of the light here is extraordinary.  Fall will yield to winter on December 21st.</p>
<p>Christmas preparations are underway. The festivity period known in Mexico as <span class="spanishtext">Guadalupe-Reyes </span>will begin on December 12th, <span class="spanishtext"><a href="https://www.mexperience.com/the-virgin-guadalupe-and-juan-diego/" target="_blank" rel="noopener noreferrer">Día de Guadalupe</a></span>, and end on January 6th, <span class="spanishtext"><a href="https://www.mexperience.com/kings-day-gifts-and-kings-loaf-traditions-in-mexico/" target="_blank" rel="noopener noreferrer">Dia de Los Reyes Magos</a></span>.  This month&#8217;s newsletter helps you to learn about preparing for and enjoying Christmas and New Year in Mexico.</p>
<p>Two significant recent developments from Mexico&#8217;s immigration institute include a change to the pattern of <a href="https://www.mexperience.com/changes-to-time-allowed-in-mexico-using-a-visitor-permit/" target="_blank" rel="noopener">time granted to visitors arriving in Mexico</a> using a FMM (visitor permit), and the extension of a special program that allows <em>some</em> people with expired FMMs to apply to exchange these for temporary residency.  Further details are shared in the articles and in the updates below.</p>

<p>Autumn is taking hold in Mexico; the last of the seasonal rains are falling, the clocks get turned back by one hour, and people locally are making preparations for their Day of the Dead <span class="spanishtext">ofrendas</span>. This month&#8217;s newsletter includes highlights to our collection of articles which help you to discover Day of the Dead traditions; November 2nd is a Public Holiday.</p>

										<content:encoded><![CDATA[<p>The land border restrictions imposed by the US on visitors by land from Mexico, introduced in March 2020 due to <a href="https://www.mexperience.com/mexico-and-the-corona-virus-covid-19/">Covid-19</a>, will begin to be lifted from <strong>November 2021—</strong>but <em>only</em> for visitors who can show an approved vaccination certificate.</p>
<h2>US land border to open to vaccinated visitors only</h2>
<p>The new rules require <strong>visitors</strong> (people who do not hold a US passport or Green Card) who wish to enter the United States by land from Mexico to present evidence showing that they are &#8216;fully vaccinated&#8217; with an approved Covid vaccine brand.</p>
<p>US citizens and US permanent residents (&#8220;Green Card&#8221; holders) are not required to show proof of Covid vaccination when using the land border crossing into US.</p>
<p>The <a href="https://www.dhs.gov/news/2021/10/12/secretary-mayorkas-allow-fully-vaccinated-travelers-canada-and-mexico-enter-us-land" target="_blank" rel="noopener">new policies were announced</a> by the US Department of Homeland Security on October 12, and Mexico&#8217;s foreign secretary gave a <a href="https://www.gob.mx/sre/en/articulos/normal-activities-to-resume-on-mexico-s-northern-border-in-early-november-ebrard-285380?idiom=en" target="_blank" rel="noopener">press conference</a> about them on October 13.</p>
<p>Visitors from Mexico to the US traveling on rail and sea ferries will also need to demonstrate proof of vaccination to enter the US.</p>
<h3>Two-stage opening plan: November 2021</h3>
<p>According to the rules <a href="https://www.dhs.gov/news/2021/10/12/secretary-mayorkas-allow-fully-vaccinated-travelers-canada-and-mexico-enter-us-land" target="_blank" rel="noopener">outlined</a> by the DHS, from <strong>November 2021</strong> visitors to the US wanting to enter for &#8216;non essential&#8217; reasons —that include visiting friends and family, tourism, and shopping— will need to demonstrate proof of being &#8216;fully vaccinated&#8217; at the border.</p>
<h3>January 2022: all visitors to USA must be fully vaccinated</h3>
<p>As of <strong>January 2022</strong>, <strong>all</strong> visitors wishing to enter the United States, <em>regardless of whether they are traveling for &#8216;essential&#8217; reasons or not</em>, will need to demonstrate proof of being &#8216;fully vaccinated&#8217; at the border.</p>
<h2>Traveling to Mexico from the United States</h2>
<p>Mexico has not imposed any legal restrictions on passengers or vehicles entering Mexico by land from the United States.</p>
<p>You do not need to show proof of a Covid vaccination to enter Mexico.</p>
<p>We are hearing that American citizens are driving and walking into Mexico without hindrance.</p>
<p>Mexico tourist/visitor permits (<a href="https://www.mexperience.com/your-mexican-tourist-permit-fmm/" target="_blank" rel="noopener noreferrer">FMMs</a>) and temporary import permits (<a href="https://www.mexperience.com/temporary-import-permit-tip-vehicles-mexico/" target="_blank" rel="noopener noreferrer">TIPs</a>) for vehicles are being issued as normal.</p>
<p>If you have a legal residency card for Mexico, —or residency <a href="https://www.mexperience.com/mexico-resident-visa-sticker-exchange-for-card/">visa sticker to exchange</a> for a <span class="spanishtext">Residente Temporal</span> or <span class="spanishtext">Residente Permanente</span> card— you can cross the border by land to Mexico using that permit or visa.</p>

<h2>Flights between the USA and Mexico</h2>
<p>The land border restrictions did not affect flights, but policies are now being aligned to make it necessary for all visitors to the United States to be vaccinated to whether they arrive by air, land, ferry, or rail.</p>
<h3>Flights to the US from Mexico</h3>
<p>The USA has announced separate policies for visitors to the United States entering by air that also require visitors to the US to be fully vaccinated to enter the country.</p>
<h3>Flights to Mexico from the US</h3>
<p>Mexico does not require air passengers flying to the country to be vaccinated; however, visitors flying from or <em>through</em> Mexico to the US will be required to show proof of vaccination.</p>
<h3>Check before you fly</h3>
<p>We strongly recommend that you check current rules, restrictions and requirements with the airline you intend to travel with before you fly.</p>
<h2>If you have a foreign-plated vehicle in Mexico</h2>
<p>If you are driving into Mexico (or currently in Mexico) with a <a href="https://www.mexperience.com/bringing-foreign-plated-cars-into-mexico/">foreign-plated vehicle</a> with a TIP <a href="https://www.mexperience.com/temporary-import-permit-tip-vehicles-mexico/">(Temporary Import Permit</a>) we understand that Banjercito —the Agency that administers the permits— is <strong>not</strong> giving any extensions to TIP expiry dates due to Covid.</p>

<p>Mexico&#8217;s land border restrictions have been extended again; however, we are hearing that American citizens are driving and walking into Mexico without hindrance.  Tourist permits (<a href="https://www.mexperience.com/your-mexican-tourist-permit-fmm/" target="_blank" rel="noopener noreferrer">FMMs</a>) and temporary vehicle import permits (<a href="https://www.mexperience.com/temporary-import-permit-tip-vehicles-mexico/" target="_blank" rel="noopener">TIPs</a>) are being issued as normal.  <a href="https://www.mexperience.com/mexico-land-border-restrictions-closure-covid-19/" target="_blank" rel="noopener noreferrer">This article summarizes the restrictions</a> and the comments section contains anecdotal notes left by local travelers. Note that <span class="color-box-em">Flights</span> between the US and Mexico are <span class="color-box-em">not affected</span> by this restriction.</p>

<h2>October highlights in Mexico</h2>
<p>Autumn arrives in Mexico during September, and although the seasonal rains continue bringing color and fragrance to the flora, we are experiencing the last weeks of the rainy season before commencing the &#8216;long dry&#8217; season ahead.</p>

<p>Mexico&#8217;s land border restrictions have been extended again; however, we are hearing that American citizens are driving and walking into Mexico without hindrance.  Tourist permits (<a href="https://www.mexperience.com/your-mexican-tourist-permit-fmm/" target="_blank" rel="noopener noreferrer">FMMs</a>) and temporary vehicle import permits (<a href="https://www.mexperience.com/temporary-import-permit-tip-vehicles-mexico/" target="_blank" rel="noopener">TIPs</a>) are being issued as normal.  <a href="https://www.mexperience.com/mexico-land-border-restrictions-closure-covid-19/" target="_blank" rel="noopener noreferrer">This article summarizes the restrictions</a> and the comments section contains anecdotal notes left by local travelers. Note that <span class="color-box-em">Flights</span> between the US and Mexico are <span class="color-box-em">not affected</span> by this restriction.</p>

<p><span class="color-box-em">Land border restrictions have been extended to August 21st, 2021</span></p>
<p>Mexico&#8217;s land border restrictions have been extended again; however, we are hearing that American citizens are driving and walking into Mexico without hindrance.  Tourist permits (<a href="https://www.mexperience.com/your-mexican-tourist-permit-fmm/" target="_blank" rel="noopener noreferrer">FMMs</a>) and temporary vehicle import permits (<a href="https://www.mexperience.com/temporary-import-permit-tip-vehicles-mexico/" target="_blank" rel="noopener">TIPs</a>) are being issued as normal.  <a href="https://www.mexperience.com/mexico-land-border-restrictions-closure-covid-19/" target="_blank" rel="noopener noreferrer">This article summarizes the restrictions</a> and the comments section contains anecdotal notes left by local travelers. Note that <span class="color-box-em">Flights</span> between the US and Mexico are <span class="color-box-em">not affected</span> by this restriction, although international passengers flying to the US <a href="https://www.cdc.gov/coronavirus/2019-ncov/travelers/testing-international-air-travelers.html" target="_blank" rel="noopener">need to get tested</a> and Canada has <a href="https://www.canada.ca/en/public-health/news/2021/02/government-of-canada-expands-restrictions-to-international-travel-by-land-and-air.html" target="_blank" rel="noopener">introduced</a> testing requirements for people entering the country via its <span class="color-box-em">land</span> border.</p>

<p>August heralds the peak of the summer season in Mexico: the refreshing rain season is in full swing, school children are on holiday, and while Mexico doesn’t come to a standstill as many European countries do during the month of August, the rhythm certainly feels more gentle as people ease themselves into a summer mood.</p>

<p><span class="color-box-em">Land border restrictions have been extended to July 21st, 2021</span></p>
<p>Mexico&#8217;s land border restrictions have been extended again; however, we are hearing that American citizens are driving and walking into Mexico without hindrance.  Tourist permits (<a href="https://www.mexperience.com/your-mexican-tourist-permit-fmm/" target="_blank" rel="noopener noreferrer">FMMs</a>) and temporary vehicle import permits (<a href="https://www.mexperience.com/temporary-import-permit-tip-vehicles-mexico/" target="_blank" rel="noopener">TIPs</a>) are being issued as normal.  <a href="https://www.mexperience.com/mexico-land-border-restrictions-closure-covid-19/" target="_blank" rel="noopener noreferrer">This article summarizes the restrictions</a> and the comments section contains anecdotal notes left by local travelers. Note that <span class="color-box-em">Flights</span> between the US and Mexico are <span class="color-box-em">not affected</span> by this restriction, although international passengers flying to the US <a href="https://www.cdc.gov/coronavirus/2019-ncov/travelers/testing-international-air-travelers.html" target="_blank" rel="noopener">need to get tested</a> and Canada has <a href="https://www.canada.ca/en/public-health/news/2021/02/government-of-canada-expands-restrictions-to-international-travel-by-land-and-air.html" target="_blank" rel="noopener">introduced</a> testing requirements for people entering the country via its <span class="color-box-em">land</span> border.</p>
